Creating .cia from ROM. Extract the .zip file. Launch New Super Ultimate Injector for 3DS.exe. Select [File] -> [New] -> choose the system you wish to create a .cia for. Drag your ROM file into the main window and the details will load. Under CIA metadata , enter the name and publisher for the game if it does not appear automatically.
A DS flashcart can’t properly emulate GBA either. Options are to try r/3DSHacks, I think the homebrew scene has some options for playing GBA on 3DS, or buy a Game Boy Advance / SP. I recommend the original GBA / GBA SP over an original DS / DS Lite as it can play original Game Boy and Game Boy Color titles too.
yes, all gameboys are region free. No handheld PAL's thankfully. my Japanese Nemesis gameboy cartridge (gradius in usa) works just fine in my GBA SP2 so even imported old gb games will work in a gba. Forget the TV and get into Vectrex. You'll bet your Asteroids.
