All mounts are available and unlockable through the Path of Fire expansion (some in Living World Season 4, which requires PoF). Mount Skins are only available via the Gem Store, which you can get by translating your in-game gold to gems. You get mounts from playing PoF expansion, the mounts you see on the gem store are skins for them.
